Notice of Proposed Regulatory Change for Onshore Pipeline Regulations, 1999 - Management Systems
The National Energy Board (Board) is seeking comment on a proposed amendment to the Onshore Pipeline Regulations, 1999 (OPR-99), as set out in the attached NOPRC 2011-01. This notice of proposed amendment provides further clarification regarding the Board's expectation that companies have a systematic, comprehensive and proactive approach to managing risk in order to promote safety, security and environmental protection and to satisfy requirements in the OPR-99. Regulations Amending the Onshore Pipeline Regulations, 1999(Miscellaneous Program)
These amendments address issues raised in Parliament at the Standing Joint Committee for the Scrutiny of Regulations, and have been processed through the Treasury Board of Canada Secretariat's Miscellaneous Regulations Program in collaboration with the Department of Justice Canada. The proposed amendments eliminate inconsistencies as well as remove duplication and unnecessary words.
