Hello, my name is Alain Lefebvre. I am director general of hydrocarbons and biofuels for the Québec Department of Natural Resources and Wildlife. I worked for the Board in Ottawa for 10 years, from 1981 to 1991, first as a resource analyst in the energy supply branch, which was headed up at the time by Ken Vollman and then by Al Heinz. I then worked as an engineer in the pipeline engineering branch, where the director at that time was your current Chairman, Gaétan Caron. I have good memories of my time at the Board, and I now have the opportunity and the pleasure of occasionally intervening before the Board as a representative of Québec's Attorney General. As I said, I have great memories of the work I did at the Board, particularly with multi-disciplinary teams of lawyers, engineers and economists, who were highly skilled and professional. I've kept in touch with many of those individuals. The 1980s, when I was at the Board, were exciting years, marked by events that significantly changed how we worked, for example deregulation of natural gas markets, and the emergence of the concept of sustainable development. These led to a lot of changes. There were also technological changes underway during the 1980s: personal computers on every person's desk, the Internet, cell phones - all of these changed how we worked and how we communicated. It was my observation that the Board always adapted efficiently to change, and I am confident that it will be able to continue doing so in the coming decades. I am very proud and pleased to offer my best wishes to the Board on the occasion of its 50th anniversary.
