"Hi, my name is Brenda Kenny. I'm the President of the Canadian Energy Pipeline Association and for many years I had the pleasure of working at the National Energy Board in a variety of roles. I'm really pleased to be able to provide some comments about the NEB and I've been asked to maybe provide a reflection on something important that happened while I was there.
The example I want to use is the transformation in terms of the internal organization in the NEB that was led by Gaétan and Ken. It was a really important change to move from looking at issues from engineering and environment and economics all separately, into teams that actually looked at these issues collectively. That is a real indication of where we're moving with regulation in general. When you look today at the MPMO and the leadership role the NEB has had in that, looking at decisions across a range of issues is really the only way to get to sustainable development and to get to enduring solutions. The NEB was way in front of that 10 years ago or more when it changed the way that its staff was organized and forever changed the way project teams looked at issues that they faced in regulation.
Looking ahead, I think the NEB is really well positioned to continue to provide that leadership and a new view on how to get to decisions that matter to Canadians and how to protect the interests of all concerned, including the utility companies that deliver those needs.
