Hello, my name is Jean Guérin. I have been working in the energy sector since 1975, when I worked in Ottawa with the Department of Energy and Resources. I knew both Ken Vollman, and Roland Pridle, who both subsequently became Chairmen of the National Energy Board. And a few years later, I met Mr. Caron, the current Chairman of the energy commission, I mean the National Energy Board. When I was Chairman of the Régie de l'énergie, Mr. Caron gave me valuable advice on operational matters. So that is how I came to know these men, who have played pivotal roles in the Board's history.
And as an energy specialist, I have testified before the Board several times, and can thus say that the Board runs really well. I was impressed by both the Board's professionalism, and its bilingualism. And I am sure that from a regulatory perspective, the Board is on the leading edge in terms of methods, for example, negotiated agreements, rate of return determinations, regulatory streamlining - all of which I kept in mind when I took the helm at the Régie de l'énergie.
In my opinion, the Board's solid organization makes it an effective and highly-functioning regulator. And in most cases, well, the ones I know, the Board has appointed Chairmen who understand the energy sector as well as regulation. That is the key to effective organizations like the Board. I would like to make one suggestion for the Board going forward. I think the Board may want to consider returning to central Canada, given that most consumers are located in Ontario and Quebec. I would like to see the Board return to Toronto, Ottawa or even better, Montreal. Moving east would bring them in closer contact with the consumers - where the consumers live. I'd like to wish the Board a very happy anniversary, and many good years and interesting projects to come. And thank you to all the Board employees with whom I have worked in the past.
