Marshall CroweMy name is Marshall Crowe, and I was the Chairman of the National Energy Board from 1973 to 1978, that's five years. I left before my seven year term was over because I had other things I wanted to do and I'm very pleased to be able to give this greeting to the National Energy Board to its current Chairman and its current Board Members and its current staff who are continuing a very interesting and very important work that they were doing when I first joined them.

There's a question put to me about a look ahead, what challenges or opportunities do I see for the NEB for the next 50 years. I would say that the fundamental challenge is what it has always been, to do whatever they can do within the limits of their jurisdiction to ensure that Canadian energy resources are developed in a way that is the maximum, provides the maximum benefit to the Canadian people. This doesn't preclude advantageous exports, undoubtedly that will always be a part for a long time, but fundamentally it means ensuring to the best of their ability within their authority that our energy resources are there primarily to meet the energy needs of the Canadian people. This is something that has been fundamental to the Board's work but has been quite seriously challenged in some respects at any rate, by the North American Free Trade Agreement and before that by the Canada-US Free Trade Agreement where some of the requirements that we give equal treatment with Canadians to the United States purchasers, could in the future be a problem. I don't think it's been a serious problem up until now because we've had substantial surpluses but I think in the future we're talking about a 50 years of course nobody knows what new sources of energy and what new problems may come in the next 50 years, but, but if we were looking at the next 10 or 15 years I would say that these issues may come to be very serious indeed.

So, let me say that I'm sure that the Board will cope as it always has, effectively with whatever issues it has to deal with and I wish them all the very best in their important and onorus obligations. Thank you.
