William ScotlandI am very pleased to have this opportunity to express my heartfelt best wishes to the present members of the National Energy Board and its staff here in Calgary. The quote, noting of the minutes of the very first meeting of the then newly appointed NEB 50 years ago, was very special. Over the years the issues have changed, the energy industry has grown tremendously and in ways not then imagined. But it is edifying to note that the care, clarity and fairness of the Board's decisions has not changed, and they will not. My wife Alma and I are delighted to have this opportunity to extend our best wishes and greetings to all members of the Board, past and present, and the staff. The Board has always been special and unique and we know it will always continue to be so. My 26 years with the National Energy Board were the central part of my professional life, and I will always recall them with great fondness.

I would now like to go a little off topic. I believe that the Government of Canada, with its tendency towards two consecutive seven year appointments has done a very great thing. It has ensured institutional memory which is a hallmark and a tremendous asset. How can we best find our way to the future if we can't recall our own past.
