Emergency Planning and Response

On NEB regulated lands, an Emergency Response Plan (ERP) is required for all oil and gas operations. For upstream activities, such as seismic, drilling and process and transportation facilities, the Board reviews ERPs for completeness prior to activity approval and NEB inspectors verify, by inspection, field operations to ensure health and safety regulations are met and the ERP is known to working personnel. This is part of the ongoing compliance effort by the Board to ensure safety and integrity of facilities.

Company contingency plans must be formulated to ensure drilling related equipment is available to cope with any foreseeable emergency situation during a drilling program or production operation. As part of its Emergency Management Program, the NEB evaluates the effectiveness of a company's emergency response plans, spill contingency plans, and spill response exercises. The NEB would be the lead in a coordinated agency response in the event of a spill.
