NEB approves Enbridge application to reverse Line 9 flow

CALGARY - The National Energy Board (NEB or the Board) announced today its decision to grant the application filed by Enbridge Pipelines Inc. (Enbridge) to reverse the flow on a segment of its Line 9 pipeline, subject to certain conditions.

On 8 August 2011, Enbridge applied under section 58 of the National Energy Board Act to reverse an approximately 194 kilometre long segment of Line 9 between the Sarnia Terminal (at Sarnia, Ontario) and the North Westover Pump Station (near Hamilton, Ontario) to flow in an eastward direction. The $16,914,000 project involves infrastructure additions and modifications at four existing sites along the pipeline segment.

The Board undertook a public hearing process to assess the application and awarded funding to support parties’ participation in the process. The oral portion of the hearing took place in London, Ontario, on 23 and 24 May 2012. During the public hearing process, the Board heard concerns from parties regarding the integrity of the pipeline and impacts resulting from any possible accidents or malfunctions.

The Board’s approval imposes 15 conditions on Enbridge, mainly to address issues related to pipeline integrity. For the Board’s reasons and details of the conditions of approval, please access the full text of the decision on the Board’s website.
