National Energy Board approves Enbridge Westspur ACCE capacity expansion application
CALGARY - The National Energy Board (NEB) today conditionally approved an application for a Certificate of Public Convenience and Necessity from Enbridge Pipelines (Westspur) Inc. (Enbridge Westspur) to construct and operate the Alida to Cromer Capacity Expansion (ACCE) Project. The NEB rejected Enbridge Westspur's request, pursuant to Section 58, to be exempted from obligations under Sections 31(d) and 33 of the NEB Act, which require the production and filing of a plan, profile and book of reference for the ACCE project. The NEB will recommend to the Governor in Council that a certificate be issued subject to specified certificate conditions.
The ACCE Project consists of the construction of a 60 kilometre, 168.3 millimetres (mm) outside diametre (OD) pipeline to transport natural gas liquids (NGL) from Alida, Saskatchewan to Cromer, Manitoba.
After the new pipeline is commissioned, an existing 323.9 mm OD Enbridge Westspur pipeline from Alida to Cromer will be converted, subject to certificate conditions, to transport crude oil rather than the NGL it currently transports. The NEB also approved Enbridge Westspur's application for an increase in maximum operating pressure on the existing 323.9 mm OD pipeline, to facilitate the change in service from NGL to crude.
The application was determined to be in the public interest, recognizing that the ACCE Project facilities are, and will be, required by the present and future public convenience and necessity.
The NEB considered the application at an oral public hearing held from 11 April 2007 to 13 April 2007 in Regina, Saskatchewan.
The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
