National Energy Board Ready for Hearing on Enbridge Pipeline Expansion

CALGARY - The National Energy Board (NEB) will hold a public hearing on an application for a $300 million upgrade to Enbridge Pipelines Inc.'s (Enbridge) Line 4. Enbridge has also applied for approval of its tolling method and to reactivate pipe segments which are currently idle.

Enbridge has applied to the NEB for permission to extend its highest capacity line by 180 kilometres. If approved, Enbridge plans to connect three existing, but currently unused, segments of 48-inch diameter pipe with 137.6 kilometres of new 36-inch diameter pipe, moving the origin of Line 4 from Hardisty, Alberta to the Enbridge terminal in Edmonton.

The project would also include changes to some existing facilities and the addition of a new pump station. The proposed pipeline would match the current Line 4 capacity of 140 000 cubic metres or 880,600 barrels per day and is planned to be in service by early 2009, pending regulatory approvals.

The hearing will consist of a written portion and potentially an oral portion and the public is invited to participate. These documents must be filed with Mr. David Young, Acting Secretary of the National Energy Board and a copy provided to Enbridge and their legal counsel.

Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
