NEB to hold public hearing on detailed route of Emera Brunswick Pipeline

CALGARY - The National Energy Board (NEB) will hold a public hearing on 28 January 2008 in response to oppositions about portions of the proposed detailed route of the Emera Brunswick Pipeline to be constructed by Emera Brunswick Pipeline Company Ltd. (EBPC).

The public hearing will start at 9:00 a.m. on Monday, 28 January 2008 and will be held at the Fort Howe Hotel & Convention Centre, 10 Portland Street, Saint John, New Brunswick.

The discussion during the hearing will be limited to the following two issues:

  1. the best possible detailed route of the pipeline; and
  2. the most appropriate timing and methods of construction of the pipeline.

In addition to the landowners who have already filed their written statement of opposition to the pipeline's detailed route, other persons may also file an application to intervene in the hearing.

When filing their requests, intervenor applicants must describe the specific nature of their interest in the lands which are the subject of this hearing and state clearly which statement(s) of opposition they intend to address at the public hearing.

Applications must be submitted by noon (MST), on Wednesday, 12 December 2007. All applications should be sent to the Secretary of the Board and a copy must also be provided to EBPC:

Information on how to submit an application requesting intervenor status is available on the NEB Internet site at www.neb-one.gc.ca. On-line application forms are also accessible on the Internet site. On the right hand side, click on "Regulatory Documents - Submit", scroll down to "Submit documents electronically", and select the on-line form of your choice.

The NEB issued a certificate to EBPC on 31 May 2007 approving the construction and operation of a 145 kilometre pipeline with a 762 millimetre (30-inch) diameter. The pipeline is to run from the Canaport LNG™ facility at Mispec Point in Saint John to a point on the international border near St. Stephen, New Brunswick.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
