Hearing Scheduled to Consider Application for Licences to Import LNG and Export Natural Gas

CALGARY - The National Energy Board (NEB) will hold a public hearing to consider an application submitted by Repsol Energy Canada Ltd. (Repsol) for a 25-year licence to import liquefied natural gas (LNG) and a separate 25-year licence to export natural gas.

In its application, Repsol has stated that the LNG would supply the Canaport™ LNG Terminal, which is currently under construction at Mispec Point, near Saint John, New Brunswick. Once regasified, the natural gas would serve the domestic Canadian market and, pending approval, would also be available for export using the Emera Brunswick Pipeline to markets in the United States.

The NEB has identified a number of issues to be discussed during the proceeding. These include applying the equitable distribution requirement for considering a long-term LNG import licence, applying the market-based procedure for assessing a long-term licence to export natural gas, and the ability of Canadian buyers to access the natural gas covered under the proposed licences.

To assist people who may wish to better understand the process involved in considering this type of application, NEB staff will be holding an Information Workshop on Thursday, 21 February 2008 at 7 p.m., in the Loyalist Room, Saint John Trade and Convention Centre. The Workshop will focus on specific aspects of import and export licence hearings, including the different options for public participation.

The hearing to consider this application will start at 9:30 a.m., on Tuesday, 27 May 2008 at a location yet to be determined.

People interested in the public hearing can participate in one of three ways:

  1. by seeking intervenor status;
  2. filing a letter of comment;
  3. by making an oral statement to the Board.

Any person wishing to intervene in the hearing must file an application by noon (MDT), on Tuesday, 26 February 2008, with the Secretary of the Board at the following address:

Any person wishing to submit a letter of comment or request permission to make an oral statement must do so by noon (MDT), Tuesday, 15 April 2008.
