NEB decides on a portion of the proposed Brunswick Pipeline Detailed Route

CALGARY - The National Energy Board (NEB) decided today to reject a portion of the detailed pipeline route proposed by Emera Brunswick Pipeline Company Ltd. (Brunswick Pipeline) based on the objection of Galbraith Construction Ltd. and Galbraith Equipment Co. Ltd. (Galbraith) considered at a recent detailed route hearing.

The decision relates to the section of Brunswick Pipeline's proposed route where it crosses two properties owned by Galbraith located in the western part of Saint John, New Brunswick, between South Bay and Churchill Heights.

The NEB finds that the detailed route proposed by Brunswick Pipeline at this specific location is not the best possible route for the pipeline. In the Board's view, while further evidence would be required to determine a more suitable location for the pipeline, a better route appears to be either:

  • a southeast alternate similar to that proposed by Galbraith Construction and altered as discussed in the hearing; or
  • a northwest alternate similar to that proposed by Galbraith Construction with the exception that the northwest portion should not be located any closer to the residents of Bay Street.

During the coming weeks, decisions involving other landowner objections to the proposed Brunswick Pipeline detailed route that were considered at this hearing, including two other Galbraith objections, will be released as they become available. The decision released today does not have any bearing on the other decisions that are expected.

The Detailed Route Hearing was held in Saint John, New Brunswick during the week of 28 January 2008.

The NEB issued a certificate to Brunswick Pipeline on 31 May 2007 approving the construction and operation of a 145 kilometre pipeline with a 762 millimetre (30-inch) diameter. The pipeline is to run from the Canaport LNG™ facility at Mispec Point in Saint John to a point on the international border near St. Stephen, New Brunswick.

Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
