New Reliability Measures in the Works for NEB Regulated International Power Line Companies
CALGARY - The National Energy Board (NEB) announced today the decision to pursue amending the National Energy Board Electricity Regulations to include mandatory reliability standards on the International Power Lines (IPL) that fall within its jurisdiction.
The decision reflects the NEB's intent to adopt the reliability standards developed by the North American Electric Corporation (NERC) with a broad definition that will include regional variations.
The NEB recognizes that electricity reliability in integrated power systems is achieved through coordinated efforts of federally-regulated activities with those of the adjacent systems, such as the power lines that are regulated by provincial entities. Therefore, adopting reliability standards that are aligned with the provincially-regulated systems will facilitate the reliable operation of the IPLs.
The reliable operation of a power system means that the supply of electricity will be ensured with minimum interruptions.
The decision to adopt reliability standards was made following a lengthy consultation process undertaken a year ago with IPL company owners and other stakeholders. The NEB wishes to reiterate the desire to work with IPL company owners, provincial authorities and other stakeholders in developing and implementing the necessary changes.
The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
