NEB modifies Timing and Intervention Deadline in Hearing on Financial Issues of Pipeline Abandonment

CALGARY - The National Energy Board (NEB) today announced modifications to its planned hearing to assess the financial issues of pipeline abandonment, Stream 3 of the Land Matters Consultation Initiative (LMCI).

In a letter to parties and stakeholders, the NEB deferred the start of the oral hearing to January 2009, after participants at a pre-hearing conference expressed preferences for a fall 2008 or early 2009 timeline.

The extended timeline also means that the registration deadline to be a Party in the hearing is reopened until 16 June 2008, at noon, MDT. The NEB has an application form available online at www.neb-one.gc.ca under "Regulatory Documents - Submit", "Submit documents electronically", "Application for Intervenor Status."

The pre-hearing procedural conference and written feedback on the initial hearing order also resulted in elaborations on the List of Issues for hearing RH-2-2008. The list includes considering whether the NEB should require pipeline companies to set aside funds to cover future abandonment costs, how the funds would be set aside and governed, whether they would come from the tolls charged to shippers by pipeline companies, how the funds would be reported, and who would control access to them.

The location of the January 2009 hearing will be announced later.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
