NEB will hold a Pre-Hearing Technical Conference in Whitehorse on the Abandonment of the Yukon Pipeline

CALGARY - The National Energy Board (NEB) will hold a Pre-Hearing Technical Conference in Whitehorse, Yukon on 26 and 27 August 2008. This is the first step in a review of an abandonment order issued to Yukon Pipeline Ltd. (YPL) in 1996 for the Canadian portion of a pipeline and associated facilities that operated from Skagway, Alaska to Whitehorse, Yukon.

In 2007, YPL requested the NEB to rule that they had met all the conditions of Order MO-7-96, which granted conditional leave to YPL to abandon a refined petroleum products pipeline (Yukon Pipeline) running from White Pass on the international boundary between Alaska and British Columbia to Whitehorse, Yukon.

The NEB ruled that all of the conditions had not been met, and on 29 February 2008 the NEB ordered a review of Order MO-7-96. The purpose of the conference is for registered participants to discuss the technical issues related to appropriate remediation of the impacted lands.

The conference, to be conducted by NEB staff, will begin at 9:00 a.m. on Tuesday, 26 August at the High Country Inn, Whitehorse, Yukon. Following the conference, a facilitator's report will be prepared, summarizing the results of the conference. The NEB will then provide directions in a Hearing Order for the remainder of the review process.

While in Whitehorse, NEB staff will hold a public information session at 7:00 p.m. on Monday, 25 August at the High Country Inn to explain the NEB's role and how the public can participate in a hearing. The information session will help people prepare for meaningful participation in an upcoming hearing on the Yukon Pipeline, the details of which have not been determined.

The NEB is an independent federal agency that regulates several parts of Canada's energy industry. Its purpose is to promote safety and security, environmental protection, and efficient energy infrastructure and markets in the Canadian public interest, within the mandate set by Parliament in the regulation of pipelines, energy development and trade.
