Introduction

  • The purpose of the workshop was to give an overview of the NEB LMCI Streams 1 to 2 to landowner representatives and industry stakeholders, and to collect their feedback and responses.
  • Copies of CAPLA Responses to  NEB LMCI Discussion Papers (Stream 1 and 2) were distributed to the industry stakeholders present.
  • All participants were encouraged to share their positions during the workshop and bring out their ideas in a conversational form throughout the activities planned for the day.

World Café Workshop

  • Discussions of Stream 1 for three topic areas in 6 small groups:
    • Landowner Notification and Consultation
    • Process of Acquiring Access to ROW
    • Vehicles Crossing the ROW
  • Groups moves around all 3 topic areas and information was recorded on flip charts. Oral summaries were provided by facilitators. Charts were collected and will be summarized into a written format.

Workshop Feedback

  • CAPLA and CEPA were invited to comment on the LMCI morning process.
  • Landowner representatives welcomed the process as they felt heard and hopeful that the industry stakeholders will be responsive to their concerns and comments.
  • CEPA felt that the morning workshop was a worthwhile conversation even though industry stakeholders hadn't had time to consult CAPLA's documents yet. CEPA intend to contemplate the issues raised by landowners in the documents and formulate their responses in writing.
  • CAPP expressed concern that industry views had not been fully expressed or captured in the morning session.
  • Participants feel that although there are challenges ahead, the conversations that took place today can and will be positively enhanced as we all stakeholders move forward and continue participating in the process.

Open Spaces Forum

  • Discussions of Stream 2 for three topic areas in 3 groups:
    • Capacity (financial and non-financial)
    • Hearing Process and Decision Making
    • Regulatory Development
  • Participants moved around topic areas and information was recorded on 3 large wall papers.
  • No official summaries of papers were done as time ran out but participants were welcomed to go around, consult and comment on the working papers.
  • Papers were collected and will be summarized into a written format.

Closing Remarks

  • Participation and partnership of landowner representatives and industry stakeholders at the workshop was much appreciated by the Board as it represents a quantum leap in the Board's quest to move forward and address land issues that we all face.
