Agenda:

  • Review the Stream 4 discussion paper and explain and clarify NEB expectations.

Key Messages from Participants:

  • NEB should plan for disparate views on the appropriateness of the proposed principles and should consider how the principles will affect the identification of issues to be resolved.
  • It should be recognized that filling the knowledge gaps may take many years and that what we are proposing (the Action Plan) is a long-term endeavour.
  • Key considerations for success are that:
    • collaboration will grow out of trust between the parties
    • there may be some easy successes that can set the stage for long-term collaboration on certain issues
    • the NEB should clearly define the scope of Stream 4 discussions to ensure that the process does not get bogged down
  • Clarification on the difference between abandonment and decommissioning and how it will be dealt with in Stream 4 would be beneficial.
  • Up front capacity building between industry, regulators and landowners (e.g., Pipelines 101/Agriculture 101) would enable an effective discussion on the physical issues and assumptions.

With respect to the process and the schedule for meetings, industry representative indicated that the NEB should focus on accommodating landowners as industry has more flexibility and should be able to work with any schedule provided.
