Key Messages from Participants:
- NEB staff provided an overview of the LMCI process and topics
- Union Gas staff outlined the environmental assessment, public consultation and consultations with First Nations steps they follow for new projects
- It was noted that the OEB prefers landowner concerns to be resolved prior to an OEB hearing
- Union relies on Letters of Understanding with each landowner to define plan and expectations for each property
- Integrity Dig Agreement is renewed on a regular schedule; key benefit to company of having the Integrity Dig agreement is that is allows the company to access sites by moving across landowners' property rather than having to travel the length of the right of way corridor; agreement also includes flexibility for wet soil conditions and has its own dispute resolution process
- Union has found significant benefits to working in joint committees with landowners
- Regulators should focus on goal-oriented solutions; prescriptive solutions do not leave enough flexibility for the company and landowner to develop mutually acceptable agreements
