LMCI Background Information

In February and March 2008, Discussion Papers were released for each LMCI stream. For Streams 1, 2 and 4, the Board held meetings and workshops in 25 communities across Canada. Over 400 people participated in the meetings including landowners, pipeline company representatives, representatives from towns and municipalities, Aboriginal groups, regulators and representatives of government departments.
In May 2009, the Board approved the final report of the Land Matters Consultation Initiative and outlined a series of action plans for addressing the Stream 1, 2 and 4 concerns raised during the consultation process.
For Stream 3, the Board decided to convene a public hearing to consider financial issues related to pipeline abandonment. In March 2008, Hearing Order RH-2-2008 was issued for Stream 3 - Pipeline Abandonment - Financial Issues. The NEB conducted a public hearing, the oral portion of which was heard in January 2009, and released the Reasons for Decision RH-2-2008 in May 2009.
The Board has commenced implementation of its LMCI action plans. The LMCI continues to provide a forum for all interested parties and the Board to engage in dialogue and generate options to support the long-term responsible development of the energy sector, while respecting the rights of those affected.
