Goal 1: NEB-regulated facilities and activities are safe and secure, and are perceived to be so

Key Messages

  • Our target is zero fatalities.
  • We are concerned with the increase in ruptures, fatalities and incidents in 2007-08.
  • We must promote a culture of safety within the regulated industry.
  • Companies must effectively implement programs and management systems to maintain and improve safety.
  • We will use a risk-based approach to determine areas where compliance activities can be most effective.
  • We will share key findings and trends with our stakeholders to promote continual improvement and to keep pipelines the safest mode of energy transportation.

Measures

  • Companies have adequate and effectively implemented safety and integrity management systems and programs
  • Industry Indicators:
    • Frequency of fatalities and disabling injuries
    • Frequency of pipeline failures
  • Public perception of pipeline safety[1]
  • Percent of planned compliance activities completed

Objectives

1.1 Proactive action is taken to address safety and integrity occurrences
  • Safety and integrity have improved through the sharing of information and effective reporting
  • NEB regulations have been reviewed for safety and integrity, and the necessary changes have been implemented
1.2 Information management tools have been developed to support the implementation of a risk-based lifecycle approach to the regulation of energy infrastructure

Goal 2: NEB-regulated facilities are built and operated in a manner that protects the environment

Key Messages

  • We are committed to protecting the environment.
  • We will actively communicate its role as an independent steward of the environment.
  • We will continue to engage Environmental Non-Governmental Organizations (ENGOs) and others.

Measures

  • Companies have adequate and effectively implemented environmental management systems and programs
  • Industry Indicator: Frequency of major releases into the environment
  • Public satisfaction with environmental protection[2]
  • Percent of planned compliance activities completed

Objectives

2.1 Communication of the NEB's performance in minimizing environmental impacts to pipeline rights of way has been improved

Goal 3: Canadians benefit from efficient energy infrastructure and markets

Key Messages

  • Our regulatory processes will be effective and efficient.
  • We will partner with other agencies to promote effective and efficient regulation.
  • We support the development of efficient energy infrastructure.
  • We monitor energy and transportation markets to provide useful, objective and timely energy market information to Canadians.
  • We will be well-positioned to handle significant events which may affect our future workload.

Measures

  • Canadian energy and transportation markets are working well as demonstrated by key energy market indicators, including:
    • Adequate pipeline capacity in place
    • Similar Canadian and US energy markets have equivalent pricing
    • Pipeline companies provide services which meet the needs of shippers
    • Pipeline sector has adequate access to capital markets
  • The Board's advice and energy information products are relevant and timely
  • The Board's regulatory processes are measurably efficient and effective
  • Percent of planned financial regulatory audits completed

3.1 NEB regulatory processes are efficient and effective
3.2 The efficiency and effectiveness of regulatory processes have improved through partnership with other agencies
3.3 The NEB's Energy Information Program informs Canadians on emerging market issues and regulatory challenges related to the responsible development of infrastructure

Goal 4: The rights and interests of those affected by NEB-regulated facilities and activities are respected

Key Messages

  • NEB-regulated infrastructure will be built, operated and abandoned in a manner that is fair to all stakeholders.
  • We are committed to implementing the actions which emerge from the Land Matters Consultation Initiative (LMCI).
  • We will enhance our Aboriginal Engagement program.

Measures

  • The rights and interests of those affected by NEB-regulated facilities and activities are respected, as measured by:
    • Post-hearing surveys and feedback at information sessions and other events
    • Perception that the rights and interests of those affected are respected[3]
    • The number of lands-related issues that come to the Board for resolution
