Goal 1: NEB-regulated facilities and activities are safe and secure, and are perceived to be so
Key Messages
- Our target is zero fatalities.
- We are concerned with the increase in ruptures, fatalities and incidents in 2007-08.
- We must promote a culture of safety within the regulated industry.
- Companies must effectively implement programs and management systems to maintain and improve safety.
- We will use a risk-based approach to determine areas where compliance activities can be most effective.
- We will share key findings and trends with our stakeholders to promote continual improvement and to keep pipelines the safest mode of energy transportation.

- Companies have adequate and effectively implemented safety and integrity management systems and programs

- Frequency of fatalities and disabling injuries
- Frequency of pipeline failures

- Adequate pipeline capacity in place
- Similar Canadian and US energy markets have equivalent pricing
- Pipeline companies provide services which meet the needs of shippers
- Pipeline sector has adequate access to capital markets
- The Board's advice and energy information products are relevant and timely
- The Board's regulatory processes are measurably efficient and effective

- We are committed to implementing the actions which emerge from the Land Matters Consultation Initiative (LMCI).
- We will enhance our Aboriginal Engagement program.

- The rights and interests of those affected by NEB-regulated facilities and activities are respected, as measured by:
- Post-hearing surveys and feedback at information sessions and other events
- Perception that the rights and interests of those affected are respected[3]
