Executive Office

The Executive Office is responsible for the Board's overall capability and readiness to meet strategic and operational requirements including legal advice for both regulatory and management purposes, maintaining and enhancing technical expertise within the Board in the economic, environmental and engineering fields, hearing administration and regulatory support, and internal and external communications.

Legal Services

The Legal Services Team provides legal advice for both regulatory and management purposes.

General Counsel - Rob Cohen (rob.cohen@neb-one.gc.ca)

Rob Cohen joined the National Energy Board as General Counsel on Tuesday, 21 November 2006.

Rob has extensive experience in administrative, energy and regulatory law having spent twenty-four years with pipeline companies regulated by the National Energy Board. Rob joined TransCanada Pipelines Limited in 1982 as counsel and became General Counsel Regulatory. From 1996-2000 he was Vice President Law and Administration and Secretary at Express Pipeline Ltd., and from 2000 to 2003 was General Counsel and Corporate Secretary of Foothills Pipe Lines Ltd. Most recently he has been Director, Regulatory Policy and Analysis and Director, Transmission Compliance at TransCanada. He was called to the Bar in Ontario in 1980 and admitted to the Law Society of Alberta in 1992.

Rob holds three degrees from McGill University, Montreal: Bachelor of Laws (LLB) in 1978, Bachelor of Civil Law (BCL) in 1977 and Bachelor of Arts with a major in Business Economics in 1974.

Professional Leaders and Knowledge Networks

The Professional Leadership Team is responsible for maintaining and enhancing technical expertise within the Board in the economic, environment, and engineering fields.

Professional Leader / Chief Economist - Shelley Milutinovic (shelley.milutinovic@neb-one.gc.ca) joined the Board in 2003. She has 30 years of experience in the pipeline industry, the producing sector and the electric industry. Shelley has technical and managerial experience across a broad range of activities including regulatory, economics, business development, market analysis, strategy, customer service, transportation services, rates and contracts.

Shelley holds an M.A. and a B.A. (Honours) in Economics from the University of Calgary.

Professional Leader / Chief Environmental Officer - Dr. Robert Steedman (robert.steedman@neb-one.gc.ca) was a Research Scientist with the Ontario Ministry of Natural Resources in Thunder Bay before joining the Board in 2003. In Ontario, he led a long-term, interdisciplinary research program investigating watershed ecosystem response to forest management, and provided science-based policy advice to the Province of Ontario. He has broad experience in communicating environmental science and assessment concepts to industry, public, government, and academic stakeholders, and has published extensively on these topics.

Dr. Steedman received a Ph.D. (Zoology) from the University of Toronto in 1987, an M.S. (Entomology) from Oregon State University in 1984, and a B.Sc. (Environmental Biology) from the University of Calgary in 1980. As a student he worked in the Alberta seismic and oilsands industries.

Professional Leader / Chief Engineer - Dr. Iain Colquhoun (iain.colquhoun@neb-one.gc.ca) holds a Bachelor of Science degree in Mechanical engineering and a Doctor of Philosophy degree in Structural engineering - both from the University of Strathclyde in Scotland.

Iain joined the National Energy Board (NEB) in September 2010 as Engineering Professional Leader in the People & Communications Services business unit's Technical Excellence Team. In this role Iain provides technical advice to Members and the Chair of the NEB, mentors, guides, and provides professional leadership to technical staff, and provides technical support to NEB business unit leaders and staff. Iain also represents the NEB externally through active participation in technical symposia, conferences, and industry codes and standards working groups.

Iain brings over forty years of experience in pipeline, mechanical, and structural engineer to the NEB - his most recent specialization being development of risk-based management programs and integrity management systems for pipeline operators worldwide. Iain is a member of the Association of Professional Engineers, Geologists, and Geophysicists of Alberta (APEGGA) and the American Society of Mechanical Engineers (ASME). Iain has published numerous papers on pipe stress analysis and pipeline integrity management - including recently co-authoring a book for ASME on pipeline integrity management.

Strategic Leaders

The role of the Strategic Leader is to maintain the NEB’s strategic perspective by ensuring connection and alignment between strategic goals and priorities, and operation; to build and leverage a high-performance NEB work environment that provides all staff with an opportunity to reach their full potential; and to integrate planning, management and delivery across all business units.

Strategic Leader - Regulatory - Sandy Lapointe (sandy.lapointe@neb-one.gc.ca)

Sandy Lapointe has been the Business Unit Leader, Operations since August of 2007. Before this appointment, she was Business Unit Leader for Applications since July of 2002. Ms. Lapointe joined the Board's former Environment Branch in 1992 as an Environmental Specialist and has held various positions. Prior to joining the Board, she worked for an environmental consulting firm in Edmonton. Ms. Lapointe holds a Bachelor of Science Degree in Agriculture from the University of Alberta.

Strategic Leader - Business Integration - Ed Jansen (ed.jansen@neb-one.gc.ca)

Ed Jansen became Strategic Leader, Business Integration in December 2011. Mr. Jansen is on a two year executive exchange from ATCO Pipelines where he recently held the position of Vice President, Regulatory and Controller. He has held various Financial and regulatory positions within ATCO over 23 years of service. Mr. Jansen holds a Bachelor of Commerce degree from Carleton University and has a Chartered Accountant designation.
