The National Energy Board (NEB) is issuing this communication to remind interested parties that, subject to limited exceptions, the export of oil (including refined petroleum products) from Canada by any means of transportation (e.g., rail, marine vessel, truck, or pipeline) requires authorization from the NEB. In many instances, authorization may be sought by completing an online application for a Short-Term Export Order. New routine online applications are normally approved within two business days.

The NEB’s authority regarding the export of oil from Canada can be found in Part VI of the National Energy Board Act, the National Energy Board Act Part VI (Oil and Gas) Regulations, and the National Energy Board Export and Import Reporting Regulations. Pursuant to Section 7 of the National Energy Board Export and Import Reporting Regulations, authorization holders are required to report certain information about their export activities monthly.

The NEB has recently added reporting of monthly oil exports to the Commodity Tracking System (CTS), an online system entered via a secure Government of Canada web portal. The CTS, with its data-upload capabilities, simplifies the completion of monthly export reporting requirements.
