The NEB’s Participant Funding Program (PFP) provides funding to facilitate the participation of the public in hearings with respect to new or abandonment projects for pipelines or powerlines. PFP was expanded in June 2015 to include Environmental Assessments of designated projects as per the CEAA 2012 Regulations Designating Physical Activities. The PFP Guide is currently being revised accordingly.

Eastern Mainline Project On 16 June 2016, the National Energy Board (the Board) announced that the Eastern Mainline and Energy East Processes would be heard in a single hearing process. Therefore, the Eastern Mainline funding opportunity has been merged with Energy East. No action is required by recipients as their Contribution Agreements will be honored under the Energy East and Eastern Mainline Projects funding opportunity below.

Given the high volume of requests, applicants should not expect more than $40,000 for the full hearing. To date, we have awarded $5M to 131 eligible intervenors.
