- Enbridge Pipelines Inc. (Enbridge) 22 December 2016 Update Regarding Corrective Action Plan (CAP) for Order SO-E101-001-2013
On 15 March 2013, the National Energy Board (Board) issued Order SO-E101-001-2013 (the Order) directing Enbridge to submit a Corrective Action Plan (CAP) by 15 April 2013 to address non-compliances with the Onshore Pipeline Regulations, 1999Footnote 1 sub-section 12 (a) and with CSA Z662-11 clause 188.8.131.52 (c) at its stations. Enbridge submitted its CAP on 15 April 2013 and the Board approved the CAP on 2 May 2013. On 22 December 2016, Enbridge submitted a letter indicating that it has completed all required actions within the Order and requesting that the Board close the Order.
Since the time of the CAP approval, Board staff has conducted several compliance verification activities at Enbridge’s facilities. These activities confirmed that Enbridge had implemented, or was in progress of implementing, the corrective actions identified in its CAP. On 23 November 2016, Board staff held a meeting with Enbridge and conducted an inspection at the Edmonton terminal, which confirmed that the CAP would be fully implemented by the end of 2016. The last CAP update was provided by Enbridge on 22 December 2016. The Board finds that the remaining condition of the Order is satisfied. Therefore, the Order is closed.
