- Valves inside the meter station were in the 'off' position. There were no labels on the valves indicating the 'on/off' position.

Observations

- NEB Inspectors followed the approximate route of the RoW for approximately 1 km over primarily active agricultural or native prairie land. NEB Inspectors did not note any significant changes or disturbance to the landscape resulting from the pipeline.
- Observed a low lying area that the pipeline would cross that is the location of a potential drainage, however this was dry at the time of the inspection.

Observations

- NEB staff were accompanied to this site by the landowner.
- The meter station was unlocked with a key left in the lock.
- Weed spraying inside and around the fence line was evident, the landowner stated that they have been maintaining the site to prevent the spread of weeds.
- The Knappen pipeline outlet riser was in place, and had a sign attached indicating its depressurized status.
- The non-NEB regulated inlet riser had been disconnected from the Knappen Border Pipeline and was lying capped on the ground.
- A clipboard found in the building held a log sheet stating that a shut-in was done in 2013.
- A grounding wire on the inlet was cut and wrapped around the flange.

Regulatory Requirements

Section 36(e) of the Onshore Pipeline Regulations states that "a company shall [...] clearly mark the open and closed positions and the function of isolating valves, blow-down valves and other major valves within a pipeline station."

Corrective Action or Request Required

Although the company is required to have proper valve identification at the meter station, this non-compliance poses no safety or environmental risks as the pipeline has been depressurized and is currently not hooked up to the meter station. As NEB Enforcement Staff are already looking into the company file to address larger regulatory violations, and have been made aware of this non-compliance, no further action is required from this inspection activity at this time.

This notice reflects the observations of non-compliance with regulatory requirements or company commitments, made by the inspection officer during the compliance verification activity. If the corrective actions identified are implemented by the completion date, the matter is considered resolved. Any unresolved compliance matters will be addressed by the inspection officer and may be referred to NEB enforcement staff.
