NEB inspectors attended the general site Orientation and then watched the Environment Orientation video. Following this presentation NEB inspectors performed a document review of the various construction documents retained on site.

The review of Tailgate meetings and incident reports indicated that issues were discussed as they came up or if advance warning was obtained of impending issues or weather. Any changes to job scope were documented and communicated to the crews involved who would file additional hazard assessment cards discussing the changes.

No safety issues were noted.

NEB Inspectors attended morning meetings with NGTL Inspectors followed by a meeting with contractor representatives, Issues were discussed along with current project accomplishments and upcoming activities.

NEB inspectors then proceeded to construction site and observed the following activities:

-Mainline Tie-in weldings-no safety issues observed
-Road bore-not operating at time-no safety issues observed
-Mainline UT Inspection-no safety issues observed
-Mainline welding-shutdown due to weather event (wet snow)-no safety issues observed
-Mainline Coating crews-using tents to continue coating due to snow-no safety issues observed
-UT crew working on Poor Boy crew welds, NDE UT crew using water Methanol mix-no safety issues observed
-Lowering In-no safety issues observed
Welding crews have all grinders with guards and were using face shields
Excavations were properly sloped with appropriate egress/evacuation and staked ladders
Icey conditions are topics of discussion daily and crews seem to be cognecent of changing conditions as observed during the inspection.

NEB Inspectors attended the 2 morning meetings, discussed compaction issues with fire extinguishers, contractor comfirmed that they shake up the portable extinguishers monthly which is part of the check, service is yearly.

Days Observations
-Road bore was operating today, no safety issues observed
-Screw anchors were being installed-Shale layer was providing some resistance and problems which slowed progress down. No safety issues observed
-Mainline welding- Some welding trucks had fire extinguishers missing tags and some monthly inspections missing however, some welding crews were new and the Contractors equipment, inspection trucks were all well equiped All heavy equipment had 20lb portables and the trucks had 10 lb. The issue was discussed with TCPL and the Contractor and TCPL would address the issue. No other safety issues observed.
-Poor boy Coating crew- No Safety issues observed
-HDD site was toured but site was on cleanup prior to pulling the pipe through, no safety issues observed.
