Observations

The Kwoen Gas Plant is currently in a deactivated state. Since deactivation, Westcoast has done the following to comply with the deactivation application filed
August 31, 2012
- Purged and cleaned the station piping and injection pipelines
- Isolated the process piping from the rotating equipment
- Separated the piping into two dicrete segmets:
1. The Talisman injection pipeline and the processing plant piping
2. The Goodrich injection line

The two discrete segments were filled with a nitrogen blanket of approximately 10psi and gauges were installed to monitor the nitrogen blanket pressure. Two gauges in series monitor the Talisman injection pipeline and processing plant piping and one gauge monitors the Goodrich injection line.

The number of gauges was limited to three to reduce locations of potential nitrogen leaks and to limit the associated hazards. NEB Inspectors validated that the gauges were operable and that the gauges demonstrated that the two discrete segments were filled with a nitrogen at approximately 10psi at time of viewing during the inspection.

The gauges are monitored 4 times a day and the values are recorded in a ledger. Electronic records are also maintained. The NEB Inspectors reviewed the electronic records of the nitrogen pressure recorded four times a day. Westcoast stated that if the nitrogen blanket pressure decreases significantly and is not explained by temperature variations, then a thermal camera is used to identify sources of leaks.

NEB Inspectors confirmed the presence of 32 bottles of nitrogen which are securely stored on site to enable the replacement of nitrogen in the event of a leak.

Observations

Westcoast stated that all rotating equipment and fired heaters were internally sprayed with a corrosion inhibitor as per Original Equipment Manufacturer (OEM) recommendations. The NEB Inspectors verified that the rotating equipment was isolated from piping and that exposed ends were sealed and covered.

Westcoast stated that personnel conduct quarterly preventative maintenance (PM) on safety equipment such as fire extinguishers, lights and breathing air compressor. The plant is continuosly manned with security staff and the NEB Inspectors met with the staff during the inspection.

The NEB Inspectors observed that all buildings with piping filled with nitrogen were locked and signs warnings of a potential nitrogen hazard had been placed on all the doors.

Cathodic Protection (CP) is maintained with capability for remote monitoring . Pipe to soil potential values are regularly monitored and annual CP surveys are also conducted, all of which were verfied by the NEB Inspectors.
