Observations
An opening meeting was conducted and attended by NEB Inspection Officers (Officers), accompanying NEB Staff, four Enbridge Pipelines Inc. (Enbridge) Representatives, the Landowners, and a journalist and support personnel who were invited by the Landowners. The journalist was observed to be recording (i.e. audio/photo/video) the inspection.

The Officers outlined that the purpose of the inspection was focused on the sufficiency of reclamation at the three integrity digs and to verify compliance to applicable NEB requirements and company commitments.

Locations where Enbridge maintenance activities had occurred for Girth Weld (GW) 7950, GW 7880 and GW 7610 (Dig Sites) observed to be on a satisfactory reclamation trajectory. GW 7950 and GW 7610 have a few small areas of reduced vegetation establishment. Enbridge Representatives confirmed plans to supplement topsoil and seed in spring of 2016, with additional post-reclamation monitoring planned for fall of 2016.

Areas of Dig Sites and associated temporary work space (TWS) are free from signs of erosion.

Areas of Dig Sites and associated TWS are free of garbage/debris, with the exception of stakes and flagging which Officers are of the understanding that this was at the Landowners request.

No discernible areas of rutting were observed.

Observations
A gravel access is present leading to GW 7950. The Landowners indicated that the access was left in place at their request.

A few small (less than 12 cm by 12 cm) areas with moderately decreased vegetation establishment were observed, representing approximately 5 % or less of the area, based on visual approximation. Officers confirmed with Enbridge Representatives that additional work is planned; spot seeding is planned on any of areas with slightly less vegetation growth. According to Enbridge Representatives, this work is planned for spring 2016, as soon as the land is dry enough to do the work and logistics are to be finalized with Landowners.

Enbridge Representatives indicated that following the work planned for spring of 2016, post-reclamation monitoring is scheduled to occur for fall of 2016 in order to confirm reclamation success.

The area was observed to be wet, consistent with the sites seasonally wet drainage in a meadow marsh (wetlands). Overall the Dig Site is similar to the adjacent lands in terms of vegetation re-establishment. The Dig Site was well-vegetated and adequately blended in with the surrounding landscape. Officers are of the view that the site is on a satisfactory reclamation trajectory.

On the east end of work areas associated with GW 7880, evidence of a removed sediment fence was observed.

The Dig Site was adequately blended in with the surrounding landscape.

Observations
This Dig Site and associated TWS has two distinct landowner parties; the Landowners, and an additional landowner to the east which did not accompany Officers to this Dig Site. A wooden fence was observed to be bisecting the site in a north/south direction, which Landowners indicated was the property boundary between the two landowner parties.

The area was observed to be sloped on the north side, with a small meandering creek/drainage which runs parallel to the right-of-way.

The Landowners and Enbridge Representatives each pointed out areas of former test pits (15 m and 30 m) during the integrity dig for this location.

The following minor reclamation deficiencies were observed:
A few exposed small green pegs installed to secure erosion control blankets have heaved since installation. Although the pegs are biodegradable, Enbridge Representatives confirmed that exposed pegs would be removed as part of additional work planned this spring.

A few small areas (less than an estimated 6 cm by 6 cm) with moderately decreased vegetation yield were observed, representing approximately 5% of the total area, based on visual approximation. Officers confirmed with Enbridge Representatives that corrective work is planned for spring 2016, concurrent with the work for GW 7950. Post-reclamation monitoring is planned for fall of 2016, to be conducted concurrently to monitoring on the adjacent site.

The area was observed to be wet, especially in low-lying areas. This Dig Site was well vegetated and adequately blended in with the surrounding landscape.

Officers are of the view that the area is on a satisfactory reclamation trajectory.

Observations
GW 7950:
According to Enbridge Representatives, this area was seeded with a wet meadow mix. Vegetation was observed to be mixed, with grasses and sedges being the predominant vegetation with some small herbaceous species observed, typical of early successional meadow marsh species.

GW7880:
The area was observed to be seasonally wet and within a complex of wet meadow and meadow marsh. The area is well vegetated with a mix of grasses with some herbaceous species observed, and stands of cattail and sedge species.

GW7610: Vegetation was observed to be mixed, with grasses and sedges being the predominant vegetation, with some herbaceous species observed. Overall the dig area is similar with the adjacent lands in terms of vegetation re-establishment.

During the inspection, Landowners expressed concerns regarding the seeding of two of the three Dig Sites. To supplement discussions in the field, Officers requested additional information from both the Landowners and Enbridge Representatives regarding seed mixes used at each of the Dig Sites.
