Planning and pre-application phase


A company must complete consultation activities before applying to the NEB for a project and before developing its emergency management program. A consultation program must:

  • be initiated as soon as possible in the planning and design phase of a project
  • provide clear, relevant and timely information to potentially affected persons or groups, such as local residents, government authorities, first responders and Indigenous groups
  • be accessible to and inclusive of all potentially affected persons or groups
  • be responsive to the needs, input and concerns of potentially affected persons or groups
  • continue throughout the regulatory process, as well as the construction and operation phases of a project

In most cases, the information shared during consultation activities by the company will include how public safety will be addressed and emergency response information. The company should also discuss how it will address comments and concerns raised by potentially affected persons or groups throughout the consultation process.
