Application assessment and public hearing phase
A company applies to the NEB for approval of a new pipeline project. The NEB’s Filing Manual provides guidance to applicants as to the type of emergency response information to be filed in an application. When considering a project application, we assess, among other things, whether the project is in the public interest and can be built and operated safely in a way that protects people, property and the environment. For larger projects, we expect to see details about consultation activities and outcomes particularly with those potentially involved in responding to emergencies and those affected by an emergency situation.
The NEB may also attach conditions to any approval which can also affect a company’s emergency management program.
