Project Information

On March 14, 2019, NOVA Gas Transmission Ltd. (NGTL) filed its System Rate Design and Services Application (Application). The Application includes a contested negotiated settlement (Contested Settlement) addressing a broad range of inter-related service and tolling matters. The Application also includes other service and tolling matters filed outside the Contested Settlement, as well as information filings.

On March 26, 2019 the Board set the Application down for a hearing. At this time, the Board initiated the Application to Participate process. The Board also solicited comments on the draft list of issues, process matters, and on interim tolls for North Montney. [Filing A98496]

Draft List of Issues

The Board has identified but does not limit itself to the following issues for discussion in the proceeding:

  1. Appropriateness of the rate design methodology and terms and conditions of service matters addressed in the Contested Settlement, including the extent to which the following result in just and reasonable tolls, and align with relevant tolling principles:
    1. attributes and tolling of Firm Transportation – Receipt (FT-R) and Firm Transportation – Delivery (FT-D) services,
    2. the amendments to the Firm Transportation – Points to Point (FT-P) service that are contained within the Settlement,
    3. allocation of the NGTL Revenue Requirement
    4. contracting practices,
    5. transfer provisions,
    6. rural gas interconnections,
    7. other services and attributes matters,
    8. and the framework for the tolling methodology for the Post Provisional Phase on the North Montney Mainline (NMML).
  2. Whether the Contested Settlement is valid under the Guidelines, including the process used to arrive at the settlement, the level of information available to interested parties and the Board, and the adherence of the Contested Settlement to the NEB Act, including whether the resulting tolls will be just and reasonable and not unjustly discriminatory.
  3. Appropriateness of matters not addressed in the Contested Settlement, including:
    1. additional changes to FT-P service (Additional FT-P Amendments)
    2. the specific formulaic approach to establish the surcharge in the NMML Tolling Methodology, including the proposed Surcharge Coefficient.
    3. the extent to which the information directed to be filed in the NEB Examination to Determine Whether to Undertake an Inquiry of the Tolling Methodologies, Tariff Provisions and Competition in Northeast British Columbia supports NGTL’s applied-for relief.
