Dear Mr. Peterson:
Westcoast Energy Inc. carrying on business as Spectra Energy Transmission (Westcoast)
Nig Creek Pipeline Rupture of 28 June 2012
Restriction on Return to Service
The National Energy Board (Board) acknowledges that the Nig Creek Pipeline was shut-down and isolated in response to the rupture which occurred 28 June 2012. Pursuant to Section 48(1) of the National Energy Board Act, the Board directs Westcoast to obtain leave from the Board before the Nig Creek Pipeline is returned to service. Specifically, Westcoast must conduct the necessary integrity assessments and repairs, and file a return to service plan with the Board demonstrating that the pipeline can be safely returned to service.
