Dr. Winter: Without paper how does a company improve?
I would note that the behavior and examples set by management can have a decisive impact on safety. When management acts in a consistent way to prioritize safety and rewards and compensates those subordinates who similarly take a leading safety position, then they (management) set the seeds for a safety culture that can be quite valuable. The SMS "paper" can add value by helping employees understand how to support management’s safety objectives, but by itself, cannot establish safety as a priority.
