Mr. Jensen- you assisted in the implementation of Responsible Care at Nexen's Balzac plant, why not at Plains?

Plains will be developing a similar management systems approach as we strive to improve operational performance, this all follows the Plan, DO, Check, Act, and continuous improvement model.

Rick Jensen - you spoke a lot about responsible care and the ethic, is Plains Responsible Care verified? If not, why not?

Responsible Care® is a Chemical Industry initiative; other industries have taken the core principles and applied them. The pipeline operators programs are based on CEPA key Integrity principles at this time.

Responsible Care® is a great process and provides valuable insights.

When sharing GIS data of pipelines by company how do you balance the security risk? Alberta and British Columbia bombings have increased awareness of threat.

A Security Management Program that is management system based and follows the CSA standard can guide this.

Have any pipeline companies adopted "responsible care" and do you see that as something the industry should pursue?

None that I am aware of. The “Don’t trust us - Track us” mantra of Responsible Care® is an additional measure of verification of management systems. As well, the use of a 3rd Party Verification Protocol and community members is the process for validating the management systems. The peer review is also a foundation of Responsible Care®. This means there is a ways to go for other industries.
